The Permit Stack

The visa lets you exist in the Netherlands. A different pile of permissions, all municipal, decides whether your business can. Pick what you are opening and watch your stack build.

Rule one, learned the careful way: a signed lease is not permission for anything. The stack is.

The short version

Every physical business in the Netherlands stands on the municipal environment plan, the omgevingsplan, which decides what a given address may be used for, and you check it through the national Omgevingsloket portal before signing anything. On top of that floor the permits stack by activity: a catering business where guests eat or drink on site usually needs an operating permit from the municipality, alcohol adds a licence with personal requirements for every owner, a terrace often adds its own permit, though plenty of municipalities let a small one through without one or fold it into the operating permit, and food adds hygiene rules. Almost every layer varies by municipality, which is why every layer here ends with the same instruction: confirm it with yours.
